Skills & Expertise
When responding to an invitation to tender ceni
selects an evaluator or team of evaluators internally
from its Staff Team and/or by utilising its Register of Associate
Consultants. Selection is based on the evaluator's understanding
and experience of the policy and practice areas in which the project
is located.
Expertise, knowledge, experience - ceni evaluators
are recruited on the basis of their technical expertise in evaluative
research, management experience and understanding of organisational
issues, knowledge of key policy issues as well as experience of
the voluntary/community sector and its ethos. Evaluators also require
strong interpersonal skills to ensure that the process is inclusive,
incorporating the views of a broad range of stakeholders, and to
maintain an atmosphere of trust and openness throughout. In some
cases ceni draws upon the specialist knowledge
of individuals who are not evaluators but can advise on aspects
of the work.
The use of Associate Consultants, with their different
skills and experience, provides ceni with greater
reach and flexibility in the type and scale of evaluation which
can be undertaken. It is also a source of innovation and ideas,
which feeds into improved practice and extends our capacity to influence
and inform evaluation policy.
Quality Assurance - In the event of using an Associate
Consultant ceni undertakes a management, administration
and quality assurance role on behalf of the commissioner and the
evaluator.
