Who We Are

Established in 1995, Community Evaluation NI (CENI) is a not-for-profit organisation providing evaluation support services to the voluntary and community sector and its funders.

As a support organisation within the sector, CENI is uniquely placed to understand the needs of voluntary and community organisations and the requirements of funders. In a climate of austerity and increasing social need, there is an imperative on funders to show the impact of their investments.  At the same time, funded projects are required to deliver high-quality services and to evidence the difference they are making.


To provide leadership and expertise in measuring change and delivering value.


That the contribution made by the voluntary and community sector to improving society is better understood, valued and respected.


  • To build capacity within the community and voluntary sector to capture outcomes and improve quality
  • To support funders and organisations to implement impact practice, evidence outcomes and improve effectiveness
  • To develop approaches and methods that help capture the qualitative difference made by the sector
  • To promote approaches that support policy makers and funders to plan and implement impact practice


Our work is underpinned by the values of empowerment, user involvement and collaborative working. We are also committed to the pursuit of quality and promotion of equality.


As a social economy organisation, our income comes from a diversity of sources. We receive funding under the Department for Social Development’s Regional Infrastructure Support Programme (as part of a consortium with NICVA, CO3 and RCN), to provide generic support on outcomes and quality. We also generate income through commissions and tendered work to deliver a range of consultancy and support services for the sector and its funders.

CENI is registered as a charity with Revenue and Customs and as a Company Limited by Guarantee in Northern Ireland.
